Richmond Quay will be pedestrianised, reflecting strong public support. Thank you to everyone who submitted.
- We received 96 submissions in total: 82 in support, 13 against, and 1neutral
- Feedback was broadly supportive of converting the road into a pedestrian‑priority green space that complements the new library.
- Many people wanted to see seating/shade/shelterand ensuring safe, accessible access for children, older people and disabled users.
- The most frequent concerns related to car parking and mobility access. As a result, staff are looking in details at car aprking around the library.
IMPORTANT NOTE – BOUNDARY STREET PROPOSAL: At the Council meeting of 23 March 2026, Council and staff discussed the proposed parking changes and also heard submissions on the Richmond Quay road closure – part of this road will become a pedestrian prioritised area and only certain vehicles will be allowed access.
During these discussions it became clear that the community want more short term parking for visiting the new library. Council approved the Summary of Proposal document which proposes to turn a P60 area on Boundary Street outside the new library into a bus park between the hours of 9am to 4pm and short term (10 minutes) parking outside those hours. However, another option would be to remove the bus parking and make the portion of Boundary Street dedicated short term parking (four parks). We want to know your thoughts so that we can make the right decision that meets the needs of our community.

How Richmond Quay could look if it is pedestrianised.

There will be 21 parking spaces across the road in the existing Richmond Quay/Perotti Lane car park, with kerbs lowered to create a dedicated Boundary Street pedestrian crossing.

Two accessible parking spaces will be located directly outside the library, along with an additional seven parking spaces for the general public.

For buses, there will be a dedicated loading zone. A number of schools have already indicated they are interested in visiting once the library opens. There will be four short term parks near the bus bay.
We are also proposing to pedestrianise Richmond Quay. The area would begrassed, but could be opened to emergency services vehicles if required.
