Richmond Quay: pedestrian-only proposal

Should Richmond Quay be turned into a pedestrian street?

We want to hear your thoughts on pedestrianising Richmond Quay — and also update you on how library parking will work.

How Richmond Quay could look if it is pedestrianised.


  1. There will be 21 parking spaces across the road in the existing Richmond Quay/Perotti Lane car park, with kerbs lowered to create a dedicated Boundary Street pedestrian crossing.
  2. Two accessible parking spaces will be located directly outside the library, along with an additional seven parking spaces for the general public.
  3. For buses, there will be a dedicated loading zone. A number of schools have already indicated they are interested in visiting once the library opens. There will be four short term parks near the bus bay.


We are also proposing to pedestrianise Richmond Quay. The area would be grassed, but could be opened to emergency services vehicles if required.

How to submit

All submissions must be through this online submission platform 'Have your Say Grey' form or a paper submission form available from Council office, the Library and the Westland Recreation Centre.

You are welcome to speak in person in support of your submission — if you wish to do this, please clearly indicate this in your submission.

Submissions will be heard and considered at a hearing at Council offices on Monday, March 23, 2026.


Submissions close at 5pm on Wednesday, March 18, 2026.
