Parking Changes in and around the CBD

Project Overview

Council is proposing changes to on-street parking in and around the CBD.

We want to know the community’s views on these proposed changes.

IMPORTANT NOTE – BOUNDARY STREET PROPOSAL: At the Council meeting of 23 March 2026, Council and staff discussed the proposed parking changes and also heard submissions on the Richmond Quay road closure – part of this road will become a pedestrian prioritised area and only certain vehicles will be allowed access.

During these discussions it became clear that the community want more short term parking for visiting the new library. Council approved the Summary of Proposal document which proposes to turn a P60 area on Boundary Street outside the new library into a bus park between the hours of 9am to 4pm and short term (10 minutes) parking outside those hours. However, another option would be to remove the bus parking and make the portion of Boundary Street dedicated short term parking.

We want to know your thoughts so that we can make the right decision that meets the needs of our community.

Council also wants to know if there are other changes that should be made — note that any additional changes will be subject to Council approval and budget availability.


Other changes to on-street parking

Staff also took the opportunity to compare the current on-street parking map with road signage and several anomalies were discovered. As per Council’s Traffic and Parking Enforcement Bylaw, any changes to location and duration of on-street parking need to be formally resolved by Council. The following changes appear to have been undertaken some time ago but have not been formally adopted by Council:

These changes are not considered significant in terms of availability of on-street parking and as mentioned, are historic and have already been made. The information is included here for transparency and it is planned to ask Council to approve these changes as well as the final changes proposed in this Statement of Proposal at an upcoming meeting. Anyone with feedback about the other changes are welcome to note these on their submission form.

Leonard Street (between William Street and Boundary Street): Introduce a time restriction of three‑hour parking on both sides of the road. Nearby businesses have requested this to prevent long‑term parking and free up parking spaces for customers.
